 Andrew completed his PhD at University of Wisconsin- Madison in Neuroscience and public policy. He then went on to complete a Christine Mirzayan Science and Technology Policy Graduate Fellowship at the National Academies of Science, Medicine and Engineering. Andrew is currently a AAAS Science and Technology Policy Fellow, working at USAID.

 Andrew and his team is primarily focused on emerging technology -- and emerging trends in technology -- and their intersection with international development. This includes advising on how artificial intelligence systems should be developed and deployed is used in development programming, and policy-setting in the international AI landscape, among other topics (e.g. new models for data governance, cryptocurrencies, biometric technologies, or the labor market effects of automation in developing countries).
